    BADHTE KADAM Scheme

    About the Scheme

    Badhte Kadam aims at community awareness, sensitization, social integration and mainstreaming of Persons with Disabilities. It has the following objectives:

    • Raise awareness in the public, regarding Persons with Disability (PwD) covered under the National Trust Act and encourage their inclusion in the society, social integration and participation in all aspects of life.
    • Disseminate information on preventive strategies for disabilities under the National Trust Act,1999.
    • Sensitize community stakeholders.
    • Publicize and maximize benefits of the National Trust schemes for Registered Organizations (RO), PwDs, and families of PwDs.
    • Increase representation in remote areas and areas where the National Trust is underrepresented.
    • Spread awareness about myths and misconceptions about disability, disability etiquette, etc.

    Scheme Description

    This scheme supports Registered Organizations (RO) of the National Trust to carry out activities that focus on increasing awareness of disabilities covered by the National Trust.

    I. Target Audience

    The target audience of the scheme includes:

    • Public and Society
    • Ecosystem
      • Government officials (including Panchayat members, Sarpanch, MLA, MP)
      • Medical fraternity
      • Legal professionals
      • Banks / Financial Institutions
      • Educational Institutes, Students, Teachers, etc.
    • Families/guardians of PwDs
    • NGOs and communities in areas where the National Trust is not represented

    II. Awareness and other activities

    The National Trust will fund awareness and other activities conducted by ROs concerning four disabilities covered by the National Trust Act. Below are indicative activities that ROs can undertake:

    • Mass SMS updates for PwDs, ROs, and families
    • Training and awareness videos shared via websites or social media

    • Participate in local events, fairs, and exhibitions
    • Conduct workshops for various professionals and communities
    • Organize social inclusion events like sports matches and art exhibitions

    III. Validity of Scheme Enrolment

    Enrolment in the Badhte Kadam scheme is valid only for the current financial year. ROs must re-enroll annually to continue participating in the scheme.

    IV. Number of events supported

    The National Trust will sponsor up to four events annually for each RO, with a minimum of one event focused on community, educational, or medical engagement.

    V. Feedback from events

    ROs are encouraged to gather feedback to assess event effectiveness and report findings to the National Trust.

    Innovative Project

    The National Trust encourages Registered Organizations to undertake Innovative Projects aimed at improving the quality of life for Persons with Disabilities covered under the National Trust Act. Proposals for this project need to be submitted online under the Badhte Kadam scheme. The maximum amount that can be sanctioned for each project is Rs. 5 lakh. Funds under the Innovative Project will be released in two instalments: an initial 50% at the time of project approval as an advance, and the remaining 50% after project completion, along with the submission of the following documents:

    1. Detailed expenses under broad categories with proof of incurred costs
    2. Self-attested Utilization Certificate of funds utilized
    3. At least 3 photographs and newspaper coverage/report of the product developed (if applicable) or activities undertaken

     

     

    Funding Pattern

    The National Trust shall reimburse the expenses incurred by Registered Organizations (ROs) on awareness activities. The National Trust will provide funds as per the activities defined below. If the activities are not covered in the list, funds will be disbursed after evaluating the proposal submitted by the RO.

    Funds allocated under each of the specified heads are as follows:

    IV. Organize workshops to spread awareness among the following groups:
    a) Government officials
    b) Medical fraternity
    c) Legal professionals
    d) Banks / Financial institutions
    e) Educational Institutes, Teachers, etc. Minimum duration of each event should be one full day

    Eligibility Criteria

    This section specifies the eligibility criteria for Registered Organizations (RO) to apply for Badhte Kadam.

    I. Eligibility criteria for RO

    RO should fulfill all of the following eligibility criteria to enroll in Badhte Kadam:

    II. Number of events supported

    The National Trust shall sponsor a maximum of 4 events for each RO per year. Each RO should conduct at least 1 event (either for the community, educational institutes, or medical institutes) per year.

    All the SNACs of the National Trust are expected to participate in the Badhte Kadam scheme.

     

    Badhte Kadam Scheme Summary

    1. Eligibility Criteria

    • RO (Registered Organization) Eligibility: Must be registered with the National Trust, not blacklisted, and registered under the PwD Act.
    • Supported Events: Up to 4 events per RO per year, with at least one required (community, educational, or medical).

    2. Enrolment Process

    1. RO logs into the National Trust website.
    2. Submits an online application with a fee of INR 1000.
    3. Sends printed form with required documents to the National Trust within 7–15 days.
    4. The National Trust verifies the application, informs the RO of any missing documents, and allows 15 days for resubmission.
    5. Communication of the application’s status is provided within 30 days.
    6. Approved ROs receive a scheme ID and a starter kit with Badhte Kadam details.

    Documents Required for Enrolment: Eligibility proofs, activity declarations, and infrastructure details.

    3. Fund Disbursement

    1. RO submits a reimbursement proposal with required documents.
    2. The National Trust verifies and processes the request.
    3. Funds are transferred via NEFT/RTGS within 15 days if approved.
    4. If delayed, the RO can escalate the issue through the National Trust’s website.

    4. Monitoring Mechanism

    Annual Monitoring: ROs submit an Action Docket each March.

    Action Docket Contents:

    • Expenditure statements, activity reports, performance summaries, achievements, and feedback.
    • Upcoming action plans and suggestions.
    • Descriptive reports on the societal impact.

    Key Performance Indicators (KPIs):

    • Activities Completed: 40% weightage.
    • Societal Change: 40% weightage.
    • Feedback Gathered: 20% weightage.

    ROs must achieve at least 50% of KPIs to avoid reconsideration of funding.

    5. Grievance Redressal and Escalation Matrix

    Grievance System: Issues can be submitted via the website or direct contact with the National Trust.

    Escalation: Delays can be escalated to the CEO, with unresolved issues taken to the Chairperson.

    6. Validity of Enrolment

    Enrolment is valid for the current financial year, with annual re-enrolment required to continue scheme benefits.

    Example: If RO registers in September, enrolment is valid until March 31 of the following year.
